The Ontario Immigrant Nominee Program (OINP) has fulfilled its 21,500 nomination allocation for 2024 as of December 23.
Going forward:
- All applications (new and previously submitted) will be processed under the 2025 allocation
- Candidates can still submit Expressions of Interest (EOI) through OINP’s five main streams
- Stream selection continues via scoring system and draw cut-offs
- Express Entry candidates receive Notifications of Interest (NOI) based on CRS scores across three streams
This quota completion reflects Ontario’s continued role as a key destination for skilled immigrants. The program maintains its commitment to processing applications efficiently as it transitions to the 2025 allocation period.

A Glimpse of 2024 OINP Draws
Highest number of invitations to apply were sent under the Employer Job Offer: International Student stream followed by Employer Job Offer: Foreign Worker stream and Masters Graduate stream.
OINP sent 12,731 notification of interests under the Human Capital Priorities stream, 9,006 under the Skilled Trades stream.
What to expect from OINP in 2025
The Ontario Immigrant Nominee Program (OINP) anticipates a significant decrease in nominations for 2025 due to federal immigration plan adjustments. Key changes:
- Federal PNP target reduced by 54% (from 110,000 to 55,000)
- Ontario’s projected 2025 quota: ~10,747 nominations (down from 21,500 in 2024)
- Similar to 2022 levels (9,750 nominations)
This reduction aligns with the federal government’s revised immigration targets and will likely result in fewer invitations compared to 2024. Prospective applicants should adjust their immigration planning accordingly.

Note: Projections are based on historical allocation patterns and current federal targets.
If you are interested in OINP, then expect that the number of invitations will drop drastically and result in increased cutoff scores.
