IRCC Conducts First Express Entry Draw of 2025

Immigration, Refugees and Citizenship Canada has kicked off 2025 with a new Express Entry draw targeting Provincial Nominee Program (PNP) candidates. The draw issued 471 invitations to apply (ITAs) to candidates with Comprehensive Ranking System (CRS) scores of at least 793.

This follows IRCC’s activity in December 2024, which included two PNP draws and a French language proficiency draw, resulting in 2,561 total invitations.

IRCC’s selection strategy focuses on three main candidate groups:

  • Canadian Experience Class (CEC) candidates

  • Provincial Nominee Program candidates

  • French-language proficient candidates

These priorities align with IRCC’s Immigration Levels Plan, which divides Express Entry candidates into two main categories:

“Federal Economic Priorities”:

  • French-language proficient candidates

  • Healthcare professionals

  • Skilled trades workers

“In-Canada Focus”:

  • Canadian Experience Class candidates

  • Provincial Nominee Program candidates

  • Potentially other Express Entry program candidates

For the upcoming year, these categories are expected to comprise most of the 124,680 planned admissions through Express Entry.
